When the Fisk Act made super-hero activity illegal in Manhattan, only officially deputized "costumes" could operate in New York without breaking the law. Agent Julia Gao of the NYPD arranged the "Cape Killer" program to parole super-criminals into her custody, hunting down heroes and villains alike who violated the anti-vigilante ordinance, in exchange for reduced prison sentences.
In addition to Gao, members included Gust, Hightail, and Electro III.
