In the Sentinel Territories of Battleworld, Robert Kelly had risen to President and spearheaded the Mutant Control Act he abandoned in the main universe. Mutants were either killed or put into internment camps, watched over by Sentinels. Over the years, public opinion on mutants had softened and many citizens wanted the act revoked, something which President Kelly was not willing to consider. Manipulating two groups of mutants into fighting each other, Kelly intended on recording and airing the footage to show that mutants were still a danger. Things didn’t pan out the way he intended though, and his life was saved by the very mutants he hoped to have killed.
In the Age of Apocalypse, Robert Kelly was an outspoken critic of Apocalypse, something for which he was imprisoned. Magneto managed to break him out of prison, just in time for the rest of the mutants to put an end to Apocalypse’s reign. In the months after, Kelly was elected President and worked hard to ensure humans and mutants worked together to build a better future. Sadly, his dream wasn’t to last as Weapon Omega soon rose to power and ushered in a new tyrannical rule.
In the world shown in Exiles (1st series) #39, Kelly had become President and wiped out most of Earth’s mutants. Those that remained lived on Asteroid M and posed a continued threat to Earth. Things took a strange turn when Weapon X, a team of dimension hopping mutants, arrived on Earth. One of the team, Hyperion, betrayed the rest and murdered President Kelly with the plan to take his place and rule the planet.
In the Mutant X universe, Robert Kelly was Vice President of the USA, a position he was more than happy to be in. Insiders within the White House claimed that the President was a mere puppet to the whims of Kelly, allowing the man to push through his own policies without the public scrutiny. In an ironic twist, Kelly himself was turned into a puppet of the Goblin Queen, when she took control of his mind and killed the President. Kelly was eventually freed from her influence by Vendetta, but what became of him afterwards is a mystery. Reed Richards became the new President, seemingly putting an end to Kelly’s influence over the nation.
