Commission on Superhuman Activities

The CSA is a federally approved task force overseeing superhuman related issues in the United States. Its membership included Henry Peter Gyrich and Raymond Sikorsky, the government liasions to the Avengers, and Valerie Cooper during her time as liasion to Freedom Force and X-Factor. They also supervised the creation of Julia Carpenter, Spider-Woman, John Walker's appointment as Captain America, aspects of Project: Wideawake, Juggernaut's brief career as a federal bounty hunter and, at times, official support for the Thunderbolts and Redeemers. The CSA, in fact, coordinated the Thunderbolts for the Colorado Initiative independently from SHIELD and Tony Stark altogether.
