In the year 2099, the Corporate States of America employed genetically engineered slave labor for warfare and specialized tasks or work conditions. Known as Degenerates, or "Degens", these people were not consumers, and therefore had no rights under the Megacorps. Some Degens escaped their masters and formed a nomadic tribe known as the Freakshow, protecting their own and striking back against the Corps whenever they could.
