When Canadian Parliament began entertaining a Superhuman Registration Act for the country, a group of "weekend warriors" jumped the gun and armored themselves as the Hardliners, hunting down superhumans in Canada before the law was even passed. It was eventually revealed that their armor was provided by the Master, who intended to use the act and the Hardliners to further his conquest of Canada.
