As Parker Robbins set himself up as the lead crime figure in New York City, he assembled a massive army of super-villains in a cooperative venture for the benefit of all. After forging an alliance with Norman Osborn, many of the Hood's men also formed the new class of trainees at Camp H.A.M.M.E.R. The majority of his syndicate were defeated and captured at the camp or Asgard during the Siege.
Other members unrelated to the X-Men are too numerous to mention, but of note were the Hood, Madame Masque, Wingless Wizard, Chemistro, the Wrecking Crew, Centurius, the U-Foes, the Night Shift, the Blood Brothers, and many more.
