Orchis created the new MLF as a "false flag" operation, using them to further the narrative of mutant extremism after the fall of Krakoa. They resurrected Hydra's Steve Rogers, who stole the Captain Krakoa armor and recruited the MLF while posing as Cyclops, the armor's previous bearer.
