When Doom 2099 conquered the United States, he transformed the corporate-sponsored Public Eye and other private law enforcement agencies into a new incarnation of SHIELD (acronym unknown). Jake Gallows, the former Punisher 2099, oversaw SHIELD as Minister of Punishment, along with his personal unit, the Punishment Police. Ghost Rider 2099 also became a SHIELD marshal for Transverse City.
