When Norman Osborn arranged to become top cop in America, overseeing the Avengers, the Thunderbolts Initiative, and H.A.M.M.E.R., he still wanted more power and more reach. To this end, he created a secret Cabal of movers and shakers to work together behind the scenes for their own mutual benefit.
The Cabal also included the Hood.
