When the Illuminati refused to do what was necessary to save the Earth from Incursions, Namor broke ranks and assembled a less morally-inclined group of men and women to assist him. This Cabal aggressively responds to Incursions by wiping out entire planets and destroying them before Earth-616 and its universe are annihilated as well.
Other members include Maximus the Mad, Black Swan, Thanos, Corvus Glaive, Proxima Midnight, and Terrax the Truly-Enlightened.
