After the passage of the Superhuman Registration Act, Tony Stark orchestrated the 50-States Initiative to establish an active team of registered heroes for every state. Camp Hammond opened in Stamford, Connecticut to oversee the training of these heroes.
When Norman Osborn assumed control of the Initiative, training moved to Camp HAMMER in the New Mexico desert.
Other members of the Initiative support staff unrelated to the X-Men include Gauntlet, Baron von Blitzkrieg, the Yellowjacket-Skrull, Physique, Trauma, and the Hood.
