After magically assuming human form, the Nimrod / Master Mold hybrid renamed Bastion presented himself to the American government to begin construction of a final solution for the mutant problem. Dubbed Operation: Zero Tolerance, this shadow ops organization gained strength following Onslaught, when a mutant destoryed New York City and apparently cost the lives of Earth's Mightiest Heroes. OZT had ties to other anti-mutant groups without government sanction such as the Friends of Humanity and Humanity's Last Stand. Eventually, SHIELD stepped in on behalf of the American government to declare Bastion's operation a rogue one, shutting him down in X-Men (2nd series) #69.
