The All-New, All-Different X-Factor was a government-sponsored mutant team that replaced the defunct Freedom Force. They operated out of Washington D.C. and were on-call to respond to mutant and superhuman crises reported to the United States government.
When anti-mutant sentiment grew more rampant after Onslaught and the assassination of Graydon Creed, Forge took X-Factor underground, faking their deaths for the government and operating as a clandestine team for a time. Their deception was uncovered when Sabretooth slipped his leash and nearly killed the rest of the team. Havok was in the process of reforming X-Factor at the time of his apparent death in X-Factor (1st series) #149, and the team fell apart after that.
