After the Onslaught event, the American-based multinational Operation: Zero Tolerance gained prominence. The Mossad performed background work on Bastion, leader of OZT, and found irregularities in his history. Sabra grew concerned when Bastion oversaw the imprisonment of Charles Xavier and boldly moved against the X-Men. When intelligence came in that Bastion kidnapped Timothy Jones, son of the X-Men’s ally Charlotte Jones in the NYPD, Sabra knew her path was clear. She copied the Mossad’s intelligence on Bastion and prepared to forward the information through the Mutant Underground without authority from her supervisors. Ruth only became more adamant when she was confronted by Prime Sentinels, cyborg infiltrators illegally planted inside the Mossad. She destroyed her attackers and prepared to leave Israel with the data.

In New York, Sabra made contact with Iceman (the only active and free X-Man at the time) and his allies Cecelia Reyes and Marrow. She helped them escape from a Prime Sentinel squadron in Manhattan and shared her intelligence data. Her reports determined Bastion had a seaside home in Connecticut where Timothy Jones was most likely being held, and the unlikely quartet staged a rescue operation. Ultimately, Senator Robert Kelly and the U.S. government came to their senses and revoked OZT’s charter, sending out S.H.I.E.L.D. to dismantle Bastion’s authority. Sabra fulfilled her personal mission and ensured that, at least in this case, a young child was reunited with his mother. [X-Men (2nd series) #67-69]

Sabra remained on the outskirts of the X-Men’s world for several months. She made contact with Excalibur through the Mutant Underground to request their intervention in Jerusalem. The independent personalities of Legion had survived his apparent death and were attacking the city as ghosts. In exchange for Excalibur’s help, she passed on the Mossad’s intelligence reports on the whereabouts of Charles Xavier, who had disappeared from OZT custody during Bastion’s shut down. Sabra was highly critical of Excalibur and their field leader Nightcrawler. She revealed Xavier had requested her services in joining Excalibur some time back, but she declined in part because of the unprofessional reputation of the team. Despite her initial arrogance, Sabra found Excalibur worked well together as a unit. Nightcrawler coordinated the engagement with Jack Wayne, Cyndi and Jemail, using Meggan’s empathy to help the ghosts move on. Sabra was impressed with her allies, and agreed to remain in contact with them in the future. [Excalibur (1st series) #120-121]

Mossad intelligence reported the apparent return of Magneto to the world stage. The Master of Magnetism had been revealed months prior by the Israeli ambassador Gabrielle Haller as a man originally known as Erik Magnus Lehnsherr. However, Sabra’s own investigations indicated the Lehnsherr identity was actually an intricate fabrication by a master forger named Georg Odekirk. In investigating her findings, Sabra and Haller found Odekirk shortly after Magneto killed him, keeping Magnus’s original identity a secret. [X-Men (2nd series) #72] Sabra’s hunt for Magneto brought her to Westchester, where a man called Joseph had been living among the X-Men, believing himself to be an amnesiac and de-aged Magneto. Sabra initially attacked Joseph, but revelations from his teammate Maggott combined with her own data pointed to Joseph not being Odekirk’s murderer, or even Magneto at all. [X-Men (2nd series) #73]

Joseph left with Sabra to uncover the secrets of his identity, and Israel scientists eventually identified him as an extremely well-crafted genetic duplicate of Magneto. [Uncanny X-Men (1st series) #366] Joseph died shortly thereafter battling against the real Magneto at the X-Men’s side. As a result of the same conflict, the United Nations chose to placate Magneto by giving him the war-ravaged country of Genosha as a mutant homeland. Sabra returned to Westchester to honor Joseph at his funeral. [Uncanny X-Men (1st series) #368] When Magneto exceeded all expectations, tamed Genosha and readied for war against the rest of the world, Sabra showed no fear. She denounced him on live television as a disgrace to the Jewish people and promised to end him, given the opportunity. [X-Men (2nd series) #111]

Charles Xavier eventually got his wish for Sabra to work more closely with his children of the atom. X-Corporation offices were opened around the globe as makeshift embassies and safe spaces for mutants in developed nations to seek help. After the death of the Russian mutant Darkstar in Paris, Sabra became directly involved with X-Corp on behalf of Israel. She visited the ruins of Genosha with Xavier and several X-Men and X-Corp operatives to bear witness to the devastation the Sentinels caused to Magneto’s nation. [New X-Men (1st series) #131-132] Anti-mutant groups rose up against X-Corp, however, attacking a series of offices around the Indian Ocean. Sabra was on hand with clean up and rescue crews in Mumbai, but a question remained whether it was even possible to rebuild. [Excalibur (3rd series) #5] After the Decimation wiped out over 90% of the mutant population on Earth, the remaining X-Corp offices were closed and Sabra returned to full time service with the Mossad. Sabra continued to serve as Israel’s most prominent national hero, and a representative of their Super-Agent program on the global stage. Word of a terrorist attack by R.A.I.D. on London came when Sabra was in the country for Middle East peace talks. She and the new Arabian Knight became reluctant allies assisting Union Jack and S.H.I.E.L.D.’s Contessa Valentina de Fontaine in rallying a response to the attacks. As in the past, Sabra did not work well with a Saudi operative by her side. They nearly came to blows on several occasions, and Sabra’s natural distaste for her ally actually helped free her from the Corruptor’s touch at one point. Still, by the end of the crisis, Sabra and the Knight developed a tacit respect for each other’s abilities. [Union Jack (2nd series) #1-4]

When the Superhuman Registration Act was passed in America, Israel and the United Kingdom signaled their interest in copying the Initiative program for their own Super-Agent policies. Sabra and London’s Micromax came to the United States in a show of support to work with the Office of National Emergency. America struggled to reconcile the Act with their existing reservation for the 198, the few mutants still powered after the Decimation. Sabra and Micromax were both mutants themselves who, allied with the X-Men’s Bishop, were meant to show the benefits of mutants working with the Act for O*N*E. The rabidly anti-mutant General Lazer of O*N*E nearly blew up the 198 before he would allow them amnesty and freedom under the Act. Sabra’s unit worked with the rebellious 198 and the X-Men to shut down Lazer’s plans and engineer the peaceful release of the 198 from government supervision. [Civil War: X-Men #1-4] Sabra remained on loan to America through the end of the Superhuman Civil War, before returning to Israel with the American intelligence reports and surveillance technology to improve Israel’s own Super-Agent program. [Civil War (1st series) #6, Civil War: Battle Damage Report #1]

Sabra continued her somewhat contradictory career as a secret agent for the Mossad and a public figure representing the Israeli Super-Agent program. At a press event, she met her old friend Ronit’s daughter Yael who was approaching the age of service. Ruth convinced Yael to follow her dreams of flying in the Air Force, like Ruth and Ronit’s fathers had done before her. [Astonishing Tales (2nd series) #6] Sabra defended her country against the Skrulls during the invasion. [Secret Invasion #6] She was also one of several international heroes assembled to aid Spider-Man when the Sinister Six prepared satellite and missile sites around the globe to fulfill Doctor Octopus’s final scheme. On her mission, Sabra was shot in the head by the mercenary Crossbones and gravely wounded, but she eventually recovered. [Amazing Spider-Man (1st series) #685, Ends of the Earth #1]

As the mutant community developed a stronger presence on the world stage, Sabra acted as liaison to maintain good relations with them. She cultivated a relationship with Storm, who at that time was leading Utopia’s Security Recon team of X-Men. Mossad assets were provided to the X-Men on occasion, allowing the mutants to police their own business without Israel having to take action on their own. [X-Men (3rd series) #31] Sabra provided intelligence assistance when the X-Men learned of a proto-mutant DNA strand, recently uncovered in an archeological dig. With the possible threat of genetic warfare, Sabra helped the X-Men track down buyers of the proto-mutant strand, as well as a living example -- the seemingly immortal proto-mutant calling himself Gabriel Shepherd. This small use of Mossad intelligence was made for the greater good. [X-Men (3rd series) #34-37]

Even after Utopia fell, Sabra remained on good terms with Storm as she returned to Westchester and the Jean Grey School. As Storm assembled a new X-Men strike team, Sabra was prepared to offer them assistance with clearance for international operations. [X-Men (4th series) #3] The Mossad started to see benefits from the alliance when Sabra had the chance to recruit the immensely powerful Gabriel Shepherd to their international operations division. Sabra and Gabriel assisted the X-Men in dealing with the rise of Arkea, a bacterial tech-manipulating lifeform, and her new Sisterhood. [X-Men (4th series) #9-12]

When the fascist Steve Rogers and his forces of Hydra legally rose to power in America, Sabra was among the international operatives who fought to undermine Hydra before they turned their full attention to the rest of the world. [Captain America: Steve Rogers #18] The Avengers reformed in the aftermath of the false Rogers’ fall but, for many reasons, they soon lost standing with the reinstated American government. The Black Panther would become chairman of the team from Avengers Mountain in the South Pole. With America being recalcitrant, T’Challa reached out to other, friendlier nations for the first International Super-Summit. Sabra came for dinner in Avengers Mountain’s Eden Room alongside representatives from Canada, Japan, the U.K. and China. With the mountain itself being the repurposed body of a Celestial, Israel was eager to cooperate with the Avengers for the exchange of information and possibly technology. Ursa Major of the Russian Winter Guard was less cooperative, and had to be teleported away before he started a fight with Black Panther. In a lighter moment, Sabra and her old comrade the Arabian Knight congratulated each other on not being the ones to start a fight this time.
