New Tian was a necessary evil for the short-term, but Emma did not allow ruling it to distract her from her long-term goals. Behind-the-scenes of Tian's rule she formed a cabal of unlikely allies for the future, including an inverted Havok, a malfunctioning Bastion, and the geneticist Miss Sinister. Among other things, they performed experiments on mutant subjects in New Tian using the Mothervine nano-virus Miss Sinister discovered from a parallel universe, using it to create secondary mutations.

Regardless of his promise to remain out of New Tian and Hydra's America, Magneto arranged for proxies to make his wishes felt. Magneto had continued working with the Original Five X-Men, and sponsored their acts of civil disobedience striking at detention facilities for mutants and humans who acted against the New Tian rule. Emma had several of them captured by a strike team, but a quiet exchange with the young Cyclops only revealed just how broken inside Emma Frost was. She addressed the teenaged Scott as if he were his older self, and tried to use her powers bolstered by the Cosmic Cube to force her memories of the older Scott's personality onto his time-displaced doppelganger, recreating the man she loved. The young Jean Grey interfered and restored Scott's mind, and could only bring herself to feel pity and sympathy towards Emma's desperation to reunite with her Scott. [X-Men: Blue #7-9]

Despite all this, Emma was not completely lost. Young Jean sensed the Phoenix Force was coming to Earth to claim her, and met a specter of her adult self. The older Jean pushed teen Jean to infiltrate Emma's mind and forcibly retrieve a sliver of the Phoenix that Emma still held there, hoping to "inoculate" herself against the Phoenix. Teen Jean nearly burned, even from this small exposure. Even after this invasion and her animosity towards the adult Jean, Emma worked to protect the young Jean from her upcoming confrontation. She joined with Jean, Hope, Quentin Quire and the Cuckoos to vainly fight against the Phoenix, and helped guide the greater X-Men once they became aware of the threat. Emma's feelings about the adult Jean ultimately being resurrected, sans Phoenix Force, went perhaps mercifully unrecorded. [Jean Grey #7-10, Phoenix Resurrection: The Return of Jean Grey #3]

The Mothervine cabal progressed, with Emma adding Sebastian Shaw to the mix and using the Hellfire Club's resources to help distribution. They finally went global, launching viral bombs around the world to induce spontaneous mutations in the population. By their calculations, mutantkind would soon become the dominant species on the planet. Several attempts were made to get Magneto to approve and therefore not intervene, but the unstable mutations Mothervine produced and the very idea of experimentation on his people kept Magneto and his X-Men at odds with Emma and her allies. Emma also became concerned about Mothervine when she learned Miss Sinister had the ability to remotely control the mutants triggered by Mothervine, robbing them of their free will. Several innocent Mothervine victims were sent after Magneto, forcing him to attack his own people. Emma thought the inverted Havok would be her ally against Bastion and Miss Sinister when the time came, but he surprised her by agreeing to control the mutants as a necessary evil.

Emma took action to stop Mothervine after that, releasing several X-Men that the cabal had captured. Her intervention prevented Mothervine from seizing control of the world's mutants, and together she and Polaris were able to psychically re-impose Havok's original personality, undoing his inversion. Even so, Magneto was unwilling to forgive Emma for her part in his tragedy of having to kill innocent mutants to save himself. He was coming for her. [X-Men: Blue #23-28] The original five X-Men stood against Magneto to defend Emma when the time came. With Sebastian Shaw incapacitated by the unstable Mothervine, Magneto tore through numerous Hellfire installations trying to track down Emma. He was furious enough to crack Emma's neck in her diamond state, and would have removed her head entirely given the chance. The X-Men's defiant stance made Erik realize he would have to kill some of them to get to Emma, and he reluctantly departed instead of accepting that price. Still, the X-Men got Emma into hiding for a time so she could heal. [X-Men: Blue #31-32]

In a surprising turn of events, Emma read in the news that her brother Christian had finally been released from the institution after all these years, under the "care" and custodianship of her father Winston. Emma traveled to Frost House to see her brother, but Winston barred her way. He then expelled Emma from the property using a psychic blast, powers he had never demonstrated in the past. Emma decided to seek out back-up to rescue Christian, and went to see Bobby Drake at the X-Mansion. Iceman had recently come out of the closet after years of hiding his homosexuality, a fact which Emma had chosen never to reveal after discovering it inside his head years ago during their entanglements. Bobby recognized the inherent decency of Emma's silence, and how Emma was reaching out to him because he reminded her of her brother and might be able to genuinely help. Despite her heavy-handed tactics at first, Iceman agreed to accompany Emma to Frost House.

Emma and Iceman were initially greeted by a seemingly fine Christian, until they discovered Winston's body in another room. Christian's mutant power to conjure psychic avatars had developed after he went to the institution, and became just one more thing about his son than Winston was determined to beat out of him. Christian finally had enough and struck back at Winston, but suffered a psychotic break after seeing his father dead. Christian manifested an avatar of Winston to continue haranguing him after death, and drive off Emma when she came. Emma and Bobby battled with the dissociative Winston avatar until Emma reached out to Christian and reconnected with her brother, apologizing for abandoning him for all these years to Winston's tender mercies. Christian got control of himself, and Emma prepared to take him under her wing until he was ready to live on his own, however he chose to live. She thanked Bobby for his help (sort of), and sent him on his way. [Iceman (4th series) #2]

Emma had been in contact with the family members of various Hellfire operatives who suffered after Magneto's rampage through their network. After some preparation, Emma approached the X-Men about dealing with the Hellfire Club for good. With their help, she could make sure the Club never endangered another mutant life. After providing the X-Men with the locations and information they needed to assault the remaining Club institutions, Emma proceeded herself to deal with Sebastian, who was still recovering from the Mothervine fiasco. Of course, Emma had no intention of truly destroying the Hellfire Club. Instead, after poisoning Shaw and looting his mind of necessary details, she seized control of what remained of the Club on behalf of the family members who suffered under Shaw's rule. As the new Black King, Emma Frost would fulfill her promise to the X-Men and make sure mutants suffered no more. (And, perhaps implicitly, Emma's own issues with grief would be resolved by helping others recover from theirs.) [X-Men: Black - Emma Frost #1]

Emma stayed clear of the X-Men's antics for months afterwards, slowing rebuilding the Hellfire Club into an organization she could trust and be proud of. However, one night the Black King and her table were attacked by the Office of National Emergency. Members of the New Mutants had been infected with the transmode virus and were being used to power new techno-organic Sentinels. Caught off-guard by this horrifying new mutant-hunting tactic, Emma was captured after being forced to witness the deaths of several members and supporters in her new club.

General Robert Callahan of O*N*E imprisoned Emma and subjected her to days of torture and pressure tactics until she broke and gave him assistance. Emma used her telepathy to push Anole of the new X-Men into stealing a sample of the Hope mutant cure from Beast's lab, giving Callahan's people the opportunity to formulate a mutant vaccine. Emma was implanted with a control mechanism that would allow Callahan to shut down her powers or kill her when it suited him. Forced into the role of a collaborator, Emma saw Callahan was serious when he triggered the implant in her ally Vanisher, turning him into organic sludge. His own psi-shields prevented Emma from exerting her own will over Callahan, leaving her in his control.
