Emma and "Scott" went recruiting for mutants willing to aggressively oppose the Inhumans and destroy the two Terrigen clouds. Hearing that his people were at risk of being gassed to death, Magneto needed little encouragement and fielded a strike team to distract and contain the Inhumans' remote team. Emma's plan also required the assistance of Thomas Jones, a civilian mutant named Alchemy with the power to transmute elements with a touch. "Cyclops" gave Thomas a recruitment speech to get him to neutralize the Terrigen cloud. The Inhumans escaped Magneto's snare but, in the time it took them to do so, Emma's team and Alchemy had destroyed one of the two clouds. However, Thomas had to touch the Terrigen in order to use his powers, and died of the same fast-acting strain of M-Pox that killed Scott.

Without the means to eliminate the second cloud, Emma prepared her endgame instead. Her Cyclops image openly confronted and defied the Inhumans' leaders Medusa and Black Bolt. He declared his intentions to protect mutants and destroy their sacred mists by any means necessary. In the face of this threat, Queen Medusa sanctioned Black Bolt to execute Cyclops as an enemy of the Inhuman state. Black Bolt's voice seemingly annihilated Cyclops where he stood, killing the leader of the X-Men for all the world to see.

In the aftermath, the Inhuman propaganda machine sullied "Cyclops'" sacrifice, somehow painting him as a mass murderer and super-villain to the world. The X-Men mourned Scott's death on Muir Island and held to a détente with the Inhumans while Hank McCoy worked with Attilan to find a cure for M-Pox. Emma kept her cards close to the vest, confiding the truth behind Scott's death only in the Cuckoos and Scott's brother, Havok. She wanted Cyclops to be remembered for a truly epic final act fitting his life, not dying on the floor of a lab without a fight. Emma Frost chose to go into seclusion after that. Let the X-Men play at peace with the Inhumans, while the White Queen planned for what would happen when that peace failed. [Death of X #1-4]

For eight months, Hank McCoy worked with the Inhumans on finding a cure to M-Pox. And in those same eight months, Emma prepared her plan to strike back. She commissioned the assistance of Forge and the young Hank McCoy. She prepped Storm and Magneto's factions to serve as allies when the time came. She came to Dazzler and arranged for Alison to assume a stage name as Lady Shine, positioning her to spotlight as a singer at Black Bolt's new club, the Quiet Room. And, in time, Beast admitted defeat. Not only was he unable to cure M-Pox or prevent the disastrous effects of Terrigen, but he also discovered a ticking clock. The Terrigen cloud was breaking up, dispersing into the wider atmosphere of Earth while retaining its virulence. In two weeks, Terrigen dispersal would reach its peak, and the atmosphere of Earth would be wholly uninhabitable to mutants.

Seizing this opportunity, Emma faced little resistance convincing the various X-Men and mutant factions to commit to her plan. Several key players such as Karnak, Black Bolt, Lockjaw and the Inhuman R.I.V. ship were disabled first, paving the way for a full scale invasion of New Attilan. The X-Men hoped to capture and detain Medusa and the rest of the Royal Family and power players among the Inhumans, leaving the field open for them to destroy the final cloud. Forge had constructed a Terrigen Eater which would siphon up the cloud out of the atmosphere before incinerating it.

The first strike tactics proved effective, but some of the NuHumans recently transformed by the cloud's Terrigenesis escaped the X-Men's dragnet. They not only destroyed the Terrigen Eater but managed to capture Forge, preventing the X-Men from making a second device. As Emma pressed for the X-Men to start taking more severe action, the NuHumans rallied and infiltrated the X-Men to learn their plans. They discovered Emma had covered up Scott's true death, but also recognized the X-Men were only acting out of desperation and genuine fear of mass extinction. Medusa, Black Bolt and the royals escaped imprisonment in Limbo, and the young Scott Summers led the X-Men in beginning to turn against Emma for the actions she took in Cyclops' name.

Forge and the NuHuman Moon Girl recreated the Terrigen Eater, and explained to Medusa the full reasoning behind the X-Men's attack. The fate of mutantkind was entrusted in the queen's hands, and Medusa chose to sacrifice the Terrigen cloud rather than allow innocent lives to die. The X-Men saw no more reason to fight, but Emma was relentless. She revealed she had always intended to wipe out the Inhuman race once they had finished, out of vengeance for Scott's death. Emma had telepathically taken control of Magneto as her secret weapon, and also subliminally influenced Forge for months into constructed her own Inhuman-hunting Sentinels. The X-Men joined the varied Inhumans in standing against Emma's blitzkrieg. With her Sentinels nearly destroyed, Emma Frost fled from friends and allies alike, nursing new and old grudges until the day that everyone who wronged her would suffer. [IvX crossover]

Labeled an anarchist by both the mutant and Inhuman populations, Emma's next venture came from a surprising source. Captain America was revealed as a Hydra double agent from another timeline, and he had an intricate plan to seize control of America. He approached Magneto in advance of the uprising and negotiated the existence of a mutant homeland called New Tian on the west coast. Publicly, word would be that the mutants took advantage of Hydra's takeover of the United States and seized the land by force, but Rogers would recognize their sovereignty to ensure peace in his new regime. Hydra's America and New Tian would inevitably turn against each other, but mutants would receive their own country and the chance to keep it if they prepared for the coming war properly.

Magneto accepted the offer and removed himself from open power in Tian or direct conflict with America. Instead, Emma Frost was positioned as ruler of New Tian by way of Shen Xorn. The powerful mutant pacifist served as Tian's public ruler while Emma secretly puppeteered him into doing her bidding. Hydra's attack trapped the majority of the X-Men in New York behind a Darkforce barrier, and so Emma staffed her government with available allies like Beast, Archangel, Sebastian Shaw and an assortment of X-Men reserves and associates. The shallow peace between America and New Tian was constantly threatened. Hydra agents Zola and Faustus hypnotically programmed several mutants into attacking the border in the hopes of provoking their leader Rogers into a genocide strike. Emma's people rescued the mutant instigators and her telepathic probes confirmed Hydra's involvement to Steve Rogers. The two leaders respectfully stood down from open conflict to deal with their own rabble rousers in-house.

Emma Frost would not simply sit back and wait for war, however. She acquired one of the fragments of the Cosmic Cube, the wish-fulfillment mechanism which Rogers hoped to use to impose Hydra's will over the entire world. Hydra launched an open attack on New Tian once the Cube's presence was confirmed, forcing Emma to reveal herself as the woman behind the curtain to Beast and the others. Her cabinet returned to Washington to negotiate with Rogers, seeking peace and safety for the mutant population in exchange for the Cube. Rogers stated the time for negotiation was past, however, and he intended to take the Cube fragment by force and wipe out New Tian. Emma had sworn no mutant would kneel before Hydra, and Rogers severing their agreement meant Emma was free to activate her own contingency plan. At her word, Magneto emerged from hiding and immediately brought down Hydra's Helicarrier. The mutants joined the Avengers and other underground heroes in rising up against Hydra, restoring the real Steve Rogers and sovereignty of the United States to its people. [Secret Empire crossover]
