CHARACTERS
“The Authorities”
Given the unique political nature of Mutant Town, the federal government has posted a special task force to monitor crime in the area and help to resolve any conflicts that may arise before they become fodder for the media and anti-mutant activists. Federal task force member, Alexei Vazhin is in charge of the operations in District X and was responsible for bringing XSE member, Lucas Bishop to Mutant Town. They work in conjunction with members of the 11th Precinct Police Department to keep the peace in District X.
Bishop (Lucas Bishop)

Powers: absorb power from any energy source directed at him, allowing him to rechannel the energies as an augmented burst or store it within his personal bio-energy reserves, where the energy acts to fuel his strength, endurance, and recuperative abilities or can be discharged as concussive force blasts
Notes:
- Bishop is from about 80 years in the future. His presence in the present changed history and crucial events that shaped his native timeline were avoided. It’s unknown if this timeline is now a divergent timeline, or if it was altered.
- In his future timeline, Bishop was an X.S.E. officer (Xavier’s Security Enforcers), and policed the mutant society. With there now being an X.S.E. in the present he wonders whether history is repeating itself.
- Bishop carries a fake ID that identifies him as federal officer of the Australian police department, and he regularly works together with the NYPD on crimes involving mutants.
- He is now once again a member of the X.S.E (X-treme Sanctions Executive) and has authority to police mutants along with several fellow X-Men.
Ismael “Izzy” Ortega

Notes:
- A police officer, Izzy was the partner of Gus Kucharsky, until Gus was injured during a callout to an apartment where he was forced to kill two people. Izzy covered for him, an act that could soon come back to haunt him.
- He is a family man, husband to a mutant named Armena, and father to two children, Chamayra and Esteban.
- Izzy’s family left Cuba in 1980. His parents were poets and therefore disliked by the regime.
- Izzy’s sister, Laline is an agent for up and coming artists. She seems to have a special interest in mutants and helped launch the career of Nemesio Pietri.
Gustave “Gus” Kucharsky

- Vazhin has apparently taken on the dubious tasks of monitoring District X and insuring that activities there do not escalate tensions between mutants and humans.
Sashenka Popova

Notes:
- Popova is an assassin who was employed by Vazhin to eliminate targets who threatened the stability of District X. She once targeted Absolon Mercator and was responsible for the death of Billy Bates.
- In the House of M reality, Popova was the leader of the anti-mutant terrorist group called the Sapien League. The root of her anti-mutant sentiment is attributed to the death of her sister who was seduced and abandoned by a mutant and left pregnant. Her mutant child ate its way out of her womb during childbirth. It is unclear if these same events transpired in the “real world” or only took place in the world crafted through the Scarlet Witch’s reality warp.
- In the House of M reality, Popova allowed herself to be transformed into a mutant-like form complete with a cybernetic arm in order to continue her vendetta against mutantkind. She was destroyed when she failed to escape after killing Chamayra Ortega.
Jerry Halliwell

- Halliwell is a federal agent assigned to work with Bishop and Ortega by Alexei Vazhin. His exact governmental affiliation was clearly unmentioned by the stern investigator.

‘Filthy’ Frankie Zapruder

- “Filthy Frankie” is one of two major crime lords in District X.
- Zapruder was the originator of Toad Juice, a street drug derived from a mutant boy’s unique bodily secretions.
- Zapruder was arrested after a major public shootout with his rival gangster, Shaky Kaufman.
Zippermouth (Vincent)

- In the House of M reality, Kaufman was an unscrupulous media mogul who was married to Lara the Illusionist.
Mr. Punch

Powers: inactive pain receptors make him incapable of feeling physical assaults
Notes:
- Mr. Punch is extremely loyal to Daniel Kaufman and is one of his chief enforcers. Due to his mutation, he and Kaufman have developed a unique relationship. Kaufman uses “Mr. Punch” as a means of unleashing his anger-induced aggression.
- Mr. Punch was killed when he blocked a grenade fired by Frankie Zapruder. The intended target was his boss, Daniel Kaufman.
- In the House of M reality, Kaufman paid Stark Industries to build an army of robots that looked like Mr. Punch after he was killed by Zapruder.
Machine

Erik

Notes:
- Erik is one of Kaufman’s personal bodyguards in the House of M reality. He did not appear in the previous District X series as most of the prominent characters did.
- Erik betrayed Kaufman rather than follow orders that he knew would get him caught by the authorities.
Jazz

Notes:
- Jazz is a wannabe rapper with a penchant for weak rhymes.
- Jazz is also a small time drug dealer. He dealt Toad Juice for Daniel Kaufman and when the source for “Tee-Jay” dried up, he continued to sell other street drugs.
- In the House of M reality, Jazz was an international rap star with pro-sapien leanings under the name “Jazz-E-Jazz”.
- Jazz is one of the few residents of Mutant Town who retained his mutation following M-Day.
Toad Boy (Tarquin Berderaux)

Powers: grotesque physiology produces an addictive and hallucinogenic chemical in his body's secretions
Notes:
- Toad Boy’s mutation was obvious at birth but it wasn’t until puberty that his mutant secretions were activated.
- “Toad Juice” causes pleasant hallucinations in mutants but can be fatal to baseline humans.
- Tarquin’s mother was the first to discover his mutant powers… and the first to become addicted to their effects. Given that she did not show any extreme reactions to “Toad Juice” she is either a mutant herself or has some kind of special immunity to its negative side effects on humans due to her genetic relationship to Toad Boy.
- The full extent of Tarquin’s mutations was reversed by Absolon Mercator in an attempt to help them break free from the control of mobsters like Zapruder and Kaufman.
The Bacchae

Powers: armored warriors shielded from a significant amount of physical harm
Notes:
- The Bacchae is an international criminal organization comprised entirely of women. This Amazon-like crime cartel is based in New York City. Members of the Bacchae operate out of a posh club called Tartarus that caters to the business elite. The club is located in the Wall Street area of New York.
- In an attempt to broaden their influence, the Bacchae sought to take control of all the mutant-owned businesses in the downtown area. They targeted the Double Helix restaurant which brought them into conflict with the X-Men and New Jersey crime boss, Don Parisi.
- The Bacchae frequented the nightspot called Wannabees.
Other Citizens of Mutant Town
Armena Ortega

- Armena is a Cuban immigrant who still feels a strong connection to her homeland.
- Armena is a teacher.

Chamayra Ortega

Notes:
- Chamayra was the oldest child in the Ortega family.
- In the House of M reality, Chamayra’s mutation was awakened by Absolon Mercator. Her abilities included unaided flight.
- Chamayra was accidentally shot by her brother but was saved through the powers of Mr. M. She died from internal bleeding months later when the effects of Mr. M’s powers were somehow reversed on M-Day when many other mutants lost their mutations.
Esteban Ortega

- Esteban is the younger of the Ortega children.

Sonny Bean

Powers: grotesque mutation granted him enhanced size, strength, durability, red carbonized skin, horns, and an uneven physiology
Notes:
- Sonny was only twelve years old when he mutated into a large and monstrous form. His mother was fearful of the persecution he would face due to his appearance and administered a lethal dose of medication to her son and herself. She had no way of knowing that Sonny’s mutation was not yet complete and he would mutate into a unique form in the course of the next ten days.
- Sonny was shot and killed by police officers during an altercation with the X-Man Xorn who sought to help the young boy and his mother.
Mr. M (Absolon Zebardyn Mercator)

Powers: absolute control over molecular structures enables him to heal living beings, repair damaged machinery, negate mutant powers, pass through solid objects, painfully or lethally scramble organic molecules, and produce heat, force, electricity, and nuclear explosions
Notes:
- Mr. M’s real name is Absolon Zebardyn Mercator. He lives in apartment 104 on McCarthy Avenue, District X. He is educated, but a loner, who only leaves his apartment at night. He is possibly a big drinker, but appears physically fit and healthy.
- Mercator grew up near Gent, Belgium. His parents sent him to live with relatives in the US after his powers manifested and he inadvertently killed another boy.
- In the House of M reality, Mercator was the founder and central leader of the Center for Illumination and Transformation. He uses his powers to unleash the untapped mutant potential in others, thus increasing the overall mutant population.
- Mr. M is among the mutants of Mutant Town who retained their powers following the worldwide events of “M-Day” during which the vast majority of mutant suddenly lost their powers and became normal humans.
Hanna Levy

Powers: metabolism designed only for eating insects aided by a prehensile and elastic tongue
Notes:
- Hanna has a degree in social history and is a researcher for a prominent historical journal. She seems to have a fondness for Mr. M.
- Hanna worked in the Center for Illumination and Transformation in the House of M reality.
- Hanna was one of the first mutants in Mutant Town confirmed to have lost her mutant abilities as a result of M-Day. After her ‘power’ to metabolize only insects faded, the insects throughout her apartment building attacked he. This drove Hanna into a psychotic panic and necessitated that the building be condemned.
Amazing Merwoman (Patricia Hamilton)

Powers: aquatic mutation gives her scales on her body, webbed fingers and toe, and the ability to breathe underwater
Notes:
- Patricia Hamilton worked at Daniel’s Inferno, a club owned by Shaky Kaufman until a human customer overdosed on Toad Juice. She left Kaufman’s employ and went to work for Lonnie Shakespeare when he opened his own club.
- Patricia came to America from England after being banned from competitive swimming due to her mutation.
- She is a friend of Bethany Danziger, the sister of murder victim, Jake Costanza. Their brief friendship may have been more than platonic.
- Patricia worked as a counselor at the Center for Illumination and Transformation in the House of M reality.
Lorelei II

Powers: generates sensory illusions which can alter her physical appearance and reconfigure impressions of the environment
Notes:
- Lara works at the Wildkat Klub and is the highest paid “escort” in New York City. Her clients include actors, politicians and princes…anyone who can pay the $50,000 price tag for her company and the special effects created by her illusions.
- In the House of M reality, Lara was discovered by Daniel Kaufman who married her and made her a movie star. Using her illusory talents, Lara imitated famous actresses in her films though the Actors Guild required her to only mimic deceased actresses. Marilyn Monroe, Mae West and Marlene Dietrich were among the actresses she starred as.
- Following the events of the House of M, Lara was rendered powerless along with most residents of Mutant Town
Jake Costanza

- Jake initially dated his wife’s sister, Bethany Danzinger before being enthralled by her sister.

Powers: produces a subsonic signal from her vocal chords while speaking which makes men fall madly in love with her and willing to cater to her every whim
Notes:
- Due to her powers Mrs. Costanza’s husband, Jake, grew violently jealous. He moved her to District X and kept her bound and gagged to prevent her from coming into contact with other men. Her sister eventually tracked them down and sought police assistance in freeing her sister. During the investigation, she took control of Officer Gus Kucharsky. While in her thrall, Kucharsky shot and killed both “The Siren” and her husband before trying to kill himself.
- “The Siren’s” maiden name may have been Danziger as that was her sister Bethany’s last name.
Bethany Danziger

Notes:
- Bethany came to District X in search of her sister, “The Siren”. There she befriended Patricia Hamilton. Their brief friendship may have been more than just platonic.

Nemesio Petri

Powers: visionary who experienced flashes of future events and often translated them into his paintings
Notes:
- Nemesio was a homeless artist who channeled his precognitive visions into his artwork. He was discovered by Laline Ortega and his career as an avant-garde mutant artiste was launched. His visions continued to haunt him and he returned to life on the streets.
- Nemesio was obsessed with the accuracy of his visions, so much so that he willingly went to the place of his own death rather than allow one of his visions to not come to fruition.
Gregor Smerdyakov

Powers: arboreal mutation caused his body to take root if stationary for too long, ultimately transformed him into an inanimate tree-like being with assorted root systems, branches, and even mutated fruit

- Gregor took medication to suppress his unusual mutant talent. When he ventured into the underground with his friend, Nemesio he forgot his medication and ended up evolving into a sentient tree-form when he fell asleep.
- Gregor lived with his sister Mitya and her young son Mikhail.
- In the House of M reality, Gregor’s fruit possessed qualities that enabled Absolon Mercator to unleash the genetic potential of latent mutants. Together, they founded and operate the Center for Illumination and Transformation.
Mitya Smerdyakov

Manfred Jones

- Winston Hobbes was a young mutant, given away by his parents when still young.
- Winston never recovered, and surrounded himself with reminders of their existence. He died at the hands of Izzy Ortega after he savagely attacked the Tunnel Rats.
- The Worm killed a number of people in his quest for his parents including his former social worker, Nemesio Pietri and Melek’s wife, Sarah.
Andrea Hobbes

- Ned is married to Carol Campbell. He was investigated by X-Factor Investigations at his wife’s request. She suspected he was having a psychic affair.
- Ned was a paraplegic. It was not revealed whether this occurred through some accident or was a part of his mutation.
- Ned died of a heart attack after his astral affair was discovered by Wolfsbane and the two engaged in battle.
Kim

Notes:
- Bobby Soul does odd jobs for a pimp named Zebra Daddy to earn extra cash. He lives with his “L’il Bro” in an apartment in Mutant Town.
- After the death of Zebra Daddy, Felon offered a home to X-23, Cameron Palmer, Kiden Nixon and Tatiana. Given that X-23 was later seen working in Mutant Town, it is likely that the group accepted his offer.
L’il Bro

Powers: psychometric visionary, able to mentally locate and keep track of people he has previously encountered by pinpointing their psi-signatures, can visually display his locator power as animated figures of the people he is "viewing"

Notes:
- Kiden witnessed the death of her police officer father when she was very young. When her mutant powers manifested, her father’s spirit seemed to guide her in her efforts to cope. She lived on the streets and met other wayward mutants in her travels, often at the direction of her father’s spirit.
- Kiden’s ‘ghost’ appears to be connected somehow to L’il Bro. The exact dynamic between this autistic young mutant and the vision of Kiden’ slain father is not entirely clear.
Tatiana

- Miss Palmer was a teacher of Kiden’s who got swept up in the drama of the young mutant life. She was shot as a direct result of Kiden’s powers’ earliest manifestations. When she tried to kill herself, Kiden was guided to her side by the ‘ghost’ of her father.
- Miss Palmer lived on the streets with Kiden and her friends until they were taken in by Bobby Soul.

Billy “The Porcupine“ Bates

- Billy inadvertently killed a group of human patrons at the Cafe Des Artistes who were harassing Sylvie. He took her “hostage” which led to a police standoff. Rather than allow the situation to become a catalyst for anti-mutant strife in Mutant Town, Alexei Vazhin hired Sashenka Popova to assassinate Billy Bates. He then paid Sylvie and her father off to keep them quiet about the incident.

Multiple Man (Jamie Madrox)

Notes:
- Laline is the sister of Ismael Ortega. She is an agent for aspiring artists and has a clear affinity for mutants.
- Laline discovered artist Nemesio Pietri on the streets and helped to launch his art career. It was also implied that she might have been more than just his agent.
Those Who Live in Darkness / “The Tunnel Rats”
These mutants have elected to live outside of normal human society in much the same way that the Morlocks did. They resided in the upper tunnels under Mutant Town in an area dubbed “Chud City” by the police. After crackdowns by the police, “Those Who Live in Darkness” coordinated several blackouts in an attempt to persuade the police to leave them in peace. Further threats to remove their children from what was deemed an unacceptable living environment prompted a split in the community. The majority opted to return to the surface but a handful, lead by Melek, chose to dwell deeper in the tunnels. Their subterranean exodus was cut short when they were attacked by the Worm. The majority of this mutant tribe was killed in the massacre.
Melek the Telepath

- Dzemal’s father was a professor in Bosnia but now works as a taxi driver in New York City.
- Dzemal was among the many youth in Mutant Town to become addicted to Toad Juice.
- When Dzemal ran out of money, he found a new home with the Tunnel Rats.
Ahmed

- In the House of M reality, Bugman was an employee of the Daily Bugle as a driver for a paparazzi photographer.
- Bugman lost his mutation as a result of M-Day. He was excited to revert to a handsome human appearance with the possibility of finally scoring with the ladies.
